Cooling fans not kicking in

Hi guys.

Recently I cleaned out my iACV and obviously quite a bit of coolant came out from the pipe, so I topped it back up and a few days later it was low again, so I have topped it up again. My guess is that there was air in the system, I have tried the usual routine of leaving the radiator cap off and letting the car get to operating temperature with the heaters on max but the fan just never seems to kick in.

Any ideas why this could be happening?

The car doesn't ever overheat, today I took the car out for a hard drive and all was fine, when I got home I opened the bonnet and the fan wasn't spinning and the coolant level was fine.
The car gets up to operating temperature in a decent time, not long at all.
One thing I did notice is that the lower coolant radiator hose is cold even after my hard drive, is this normal?

I'm not entirely sure with Integras but with my daily BMW the thermostats go faulty meaning they run at low temp. The fans won't kick in until it reaches a certain temperature.
