Headers Vs Intake Manifold

Hey guys new to this form,

I just bought my first car, a 2002 Honda Integra DC5 Luxury (RSX Base) and was wondering which I would get more for my money, performance headers or performance intake manifold.
Which would add more power?
Which would be a more recgonsiable change in sound/noisiness?

Both will make a difference with power and sound but from my experience I think the exhaust manifold is the better or more recognized change.

I swapped the standard oem intake and exhaust manifolds for a RRC intake and a tegiwa 421 exhaust manifold.
