No idle control valve

As above, recently bought car which has hondata kpro with idle control valve turned off and removed. Can anyone tell me why would someone do this?
Car idles perfect when warm but seems v low when cold

It was probably hunting/ in need of a clean previous to Kpro so instead the old owner has had it switched off. It is an easy item to service /take apart clean if your handy with basic tools if you did reinstate it and find it‘s all over the place..

Normally the car should idle around 2k when cold, then settle. People find they hunt or stick but with turning it off will then just make it idle low from the off. Just takes longer to get to temp I would imagine. Especially in the colder weather.

If I was to refit it again would I need to refit the air assist part on the inlet manifold too?
