Just wondering what the black felt stuff is on the white clips of the sideskirts is for?

Gotta be for rattles.
Plastic on plastic will rattle and squeak.

Thought it would be something like that I'm making new ones out of an old inner tube

Anti rattle and also protect paintwork as plastic to paint will eventually rub through and allow the dreaded rust to gain hold with vibration, scuttle panel clips at windscreen base also has the foam gaskets too. You can buy new clips off eBay cheap enough for skirts with new foam if I remember correctly
