HIDs?

Silly question, last night was the first time driving my car and night for a while and the headlights don't seem to be quite as bright as before.

Now this can either be three things from what I can imagine, either the bulbs need replacing (hmm expensive) or the power pack needs replacing (hmm expensive) or I'm just imagining it and they are actually fine.

Is there any simple way I can test if they are working 100% correctly?

I also fitted an earthing kit the other day, but I can't see how this would have any affect.
