MOT Failure on CO

NO actually they cant, the cat is a requirement and it should be fitted, if they follow the letter of the book, They can, sometimes, on rare occasions pass the emissions test

Yeah, like I said.

Anyway, back to the question at heart... altering the ECU to reduce the amount of CO produced... possible or not?

while they can pass the emissions they cant pass the mot , you need to refit the cat to pass the mot. A requirement is that a Cat is fitted.

if you can get the car really hot it can help, also ensure the lambda sensors are fitted and working in closed loop properly as this is what controls the fuelling when idling.

So they can pass the emissions test, but not an MOT.
