seriously annoying headlight!help please!

My passenger side headlight has been blown for awhile after water got in,

so, went and got myself a new headlight,ballast and bulb(not exactly cheap)replaced the whole lot this morning and the bulb still wont spark,

ok,thought the igniter must be be damaged,
so switched one from my drivers side headlight to my bnew one,still no luck.

anyone any ideas what the problem might be,im at my wits end,nothing cheap about buying a new light bulb and ballast and for it to still not work is just crazy.

Checked all fuses?
Only thing that has given me grief is my headlights but its constant

any idea which fuses are for the lights??

Can just remember one of mine going in the engine bay, to left of the fuses. Easier to check them all but the fuse box lid has a guide.
