I done the NCT(irish mot) today and to check for emissions the have to rev it to a certain point to test it.

I failed as it would not hold the revs as it was jumping up and down.

I cleaned the icv lately so im guessing the tps is gone? would i be right or would the gasket between the T/B and RRC be letting in air?

Any hole in the Vacuum can cause it to idle up and down. As you said it could be a gasket or a hole in any of the small rubber vacuum or they could not be sealing correctly. I have a spare TPS here anyway if you want to use it to test it.

They say if you spray carburettor cleaner over the rubbers and gaskets wherever the hole is will suck in the carb cleaner in cause the engine to rev higher, hence you find the air leak
